you cross multiply and you should get i think 6?

$If\ x\ and\ y\ are\ directly\ proportional\ then\ (y)/(x)\ is\ constans\\---------------------------\\\\(2)/(3)=(y)/(9)\\\\cross\ multiply\\\\3y=2*9\\\\3y=18\ \ \ \ |divide\ both\ sides\ by\ 3\\\\y=6$
