It is defined for Y, this means that it opens vertically.

From the equation, that is written in vertex form, we can determine that the coordinates of its vertex is (-3,-2)

And the coefficient that multiplies the absolute term is positive, which indicates that the function opens to the right (+ infinite)

To calculate h(-8) you have to replace the formula with y=-8
