1 x 28 = 28
2 x 4 = 28
4 x 7 = 28

It is not a prime because prime means -

A prime number is a natural number greater than 1 that has no positive divisors other than 1 and itself. A naturalnumber greater than 1 that is not a prime number is called a composite number.
