we know that

1/4 teaspoon of pepper for every 3 potatoes.

so

For 9 potatoes

Multiply the recipe by 3

(1/4)3 teaspoon of pepper --------> 3(3) potatoes

3/4 teaspoon of pepper ------> 9 potatoes

therefore

the answer is 3/4 teaspoon of pepper
