The equation of a line in point-slope form is


(y-y_1)=m(x-x_1)

At m = -2 and (-3 , 5) we have,


\begin{gathered} (y-5)=-2(x--3) \\ (y-5)=-2(x+3) \end{gathered}

That is the equation in point-slope form.
