First of all, find the GCF. (Greatest common factor.)

Which is 7. Meaning that 7 is the only number that can go into 7 itself and 28.

Now divide both the numerator and denominator (top and bottom number) by 7.

\sf (7 / 7)/(28 / 7) = (1)/(4)

\sf (7)/(28) = (7 * 1)/(7* 4)\\ We~can~divide~by~7~on~both~the~numerator~and~denominator\\(7* 1/ 7)/(7* 4/ 7) = (1)/(4)

So in simplest form it would be 1/4
