It's in A, "... [when] she jumped into the pool".

The correct answer is A. The diving board broke when she jumped into the pool.

Like you already wrote, a dependent clause cannot stand on its own - this means that it has to be a part of a larger, independent clause, in order to make sense. If you just wrote when she jumped into the pool, and nothing else, then the sentence wouldn't make sense because it is incomplete.
