Within a constitutional government, those who govern are expected to follow the same laws as the citizens. As the former statement reinstates, everyone is subject to the law, decree and principle. In a constitutional government, the constitution is a written and recorded manuscript which indicates and illustrates the guidelines and policies of a government. Thus, this apply to everyone either in the power or a citizen.
