The correct answer is B. Constitution. Because, the rest of the words are not a proper name or title, so they don't have to be capitalized. For example, the word honors and memorial are not a name or title of something, so they don't have to be capitalized. Same thing for the word president, that doesn't have to be capitalized because, it does not function as a title. So, your answer is: B. Constitution. that does need to be capitalized.

The word to be capitalized in the sentence is B, Constitution. Since it is a noun. And one of the rules of nouns is that you should capitalize a name of a person, animal, place or thing. It can't be A, nor C because they aren't part of a noun. Whereas D could also be capitalized. But I believe not in this situation.
