Saparmurat Niyazov's government under his rule in Turkmenistan is best described as authoritarian. He is well-known for being one of the world's biggest dictators and for implementing weird laws that were irrelevant to the public, but became obligations. He is also known for investing vast swathes of money in foreign banks, which gives the idea that he was equally corrupt. He was referred to as "His Excellency" and was part of the Communist party in Turkmenistan.
