Answer:

They are both ways that a government use to help the less fortunate part of the population. While welfare payments are money given to people who are usually ill, poor, or unemployed; consumer subsidies are usually used only to help buy an specific product, such as medicine or food, for example.

Welfare payments are usually made in cash equivalents that can be used be the recipient for a variety of goods and services. Consumer subsidies are used for one thing, such as food.
