I believe flowing water because it erodes and eat away at land. From its swift flow it cuts and since it flows it goes faster than a glacier scraping the land.

i think frozen water changes land faster then flowing water because if flowing water is just moving and frozen water stay still and build up and once it is done the water it would make a big different
