Explanation

The coterminal angle starts at the positive x-axis (shown in blue in the picture below)

The reference angle is always acute (except when it is exactly 90°) and starts at the positive or negative x-axis depending on in which quadrant is placed the original angle. In this case, the original angle, -301°, is placed at the first quadrant, then the coterminal angle from 0° < 0 < 360° and the reference angle coincide.
