nickels = n
quarters = q
nX.05+qX.25 = 4.65
n is 3 greater than q
n = q+3
substitute n equal to 'q+3'

(q+3)X.05 + qX.25 = 4.65
.05q + .15 + .25q = 4.65
.30q + .15 = 4.65
.30q = 4.50
q = 4.50/.30 = 15
n = 15+3 = 18

There are 18 nickels and 15 quarters
