We can rearrange
x + y = 9
in to
y = 9 - x
This means the value of y is EQUAL to 9 minus the value of x.
[A] fits this description, because y (9) is equal to 9 minus x (0).
[B] does too, because y (0) is equal to 9 minus x (9).
