It does not belong to the range, saying mathematically. They may have their own speed limits which are not given, but for sure they don't follow highway speed limits.

The limousine, sports car, and the school bus are going around the speed limit of 55 mph, while the ambulance and the trains are going far too fast. And I don't know how the train would be on the highway.
Limousine = 53 mph
Sports car = 54 mph
Ambulance = 75 mph
School bus = 54 mph
Train = 91 mph
Limousine, sports car, and school bus are the correct answers.
