Should boo radley have been locked away in a mental institution when he was a teenager? Why or why not?

Well, this is a more opinionated question but, this is what I'll say.

Boo Radley shouldn't have been locked away in a mental institutions when he was a teenager because I think he might try to change and be a better person (as seen when Boo Radley saved Jem and Scout). Just locking up someone for being bad isn't going to help them.
