Answer: a ≤ 4

Explanation: The reason being, is that first of all, you subtract 4 by both sides, and get 4 (8-4=4). And then the sign switched from ≥ to ≤ because you subtract. So now, circle (fill in the circle) in positive 4, and draw the arrow on the left because 4 is greater.
