Kelly's monthly bill=$45.80.

The maximum amount of money that Kelly can afford to pay is $45.80, therefore, in order to calculate the amount of premium channels we would have to calculate the following equation:

$24.95+ $6.94x=$45.80

$6.94x=$45.80-$24.95

$6.94x=$20.85

x=$20.85/$6.94

x=3

Therefore they would be receiving 3 premium channels.
