I am absolutely sure that the Doppler Effect means that all observers of a moving wave source detect the same wave frequency. is not a correct statement. I consider it to be FALSE because when Doppler Effect occurs the change in frequency of wave changes because of the relative motion between observer and source.Hope everything is clear. Regards!
