Parallel lines have equal slopes.

5y=-3x-5 \Rightarrow y=- (3)/(5) x-1 \Rightarrow m=- (3)/(5) \\ \\5y=-5-3x \Rightarrow y=- (3)/(5) x-1 \Rightarrow m=- (3)/(5) \\ \\3y-2x =-1 \Rightarrow 3y=2x-1 \Rightarrow y= (2)/(3) x- (1)/(3) \Rightarrow m= (2)/(3)

Parallel lines are I and II.
