9 tiles are blue.
3/8 can be converted into 9/24 by multiplying to denominator and numerator by 3. This way, if 3/8 of tiles are blue, 9 tiles would be blue.

3/8 x 24
24 x 3= 72
72/8= 9 so the answer is 9 were blue
