Two main objectives of the reforms of the Great Society were the elimination of poverty and racial injustice. During this period, important new programs aimed at education, medical care, urban problems and transportation were launched. The Great Society, in its extension, resembled the internal agenda of Franklin D. Roosevelt's New Deal in the 1930s, but differed strongly in the types of programs that were enacted. The largest and most resilient of federal assistance programs, launched in 1965, were Medicare, which pays for many of the medical costs of older adults, and Medicaid, which helps poor people. The centerpiece of the fight against poverty was the Economic Opportunity Act of 1964, which created the Office of Economic Opportunity (OEO) to oversee a variety of community antipoverty programs. The OEO reflected a fragile consensus among policymakers, according to which the best way to address poverty was not simply to increase the wages of the poor, but to help them improve themselves through education, job training and community development.
