The correct answer is A. Ivan IV, the Terrible

Ivan IV, was the first Russian Tsar, he made many reforms concentrated the power in his hands and limited the boyars authorities. He formed new trading connections opening up the White Sea and the port of Arkhangelsk to the Muscovy Company of English merchants. He also was famous for repression, Ivan ruled directly with the help of his oprichniki that were bodyguards. He was responsible to expand Russia down the Volga River by conquering the Tatar khanates of Kazan and Astrakhan.
