In which two situations is brainstorming for a paper most useful?

I seem to find looking up examples and thinking of story's and putting a twist on them... what kind of assignment is it?

I think it is when you’re creating an outline for your paper, and when you need to narrow down the scope of a topic.I am not sure though.
