When no parts are manufactured, there will be no hours of operation so x = 0. Putting this into the equation of electricity used:
y = 12(0) + 24
y = 24
The answer is D.
The significance of this is that even when no manufacturing is taking place, the lights, fans, etc are still running and these require 24 watts of energy.
