The linear velocity is given by the formula:


v=(s)/(t)

Where s=θr, r is the radius and θ is in radians.


\begin{gathered} r=14.25\operatorname{cm}\cdot\frac{1m}{100\operatorname{cm}}=0.1425m \\ \theta=10rps\cdot(2\pi)=20\pi\text{ /s} \end{gathered}

Then s is:
