(x-5)^2+(y+3)^2=9

Now, for the point P,


\begin{gathered} (2-5)^2+(-1+3)^2=9+4 \\ =13>9 \end{gathered}

For the point Q,


\begin{gathered} (2-5)^2+(-6+3)^2=9+9 \\ =18>9 \end{gathered}

For the point R,
