The answer is B. be confident that they will receive the financial benefits of improving their property if they choose to sell the reason a, c, and d would not be correct is because the property owners would not have a strong incentive to improve their property if it did not increase the value of their own property, they wouldn't want to intimidate new buyers and keep the population low, and they wouldn't want to increase the annual tax and pay more money each year.
