St. John's Parish elected Lyman Hall to send to the Second Continental Congress on its own behalf.

Lyman Hall was a physician, clergyman, and statesman. He was a signer of the United States Declaration of Independence as a representative of Georgia. Hall County is named after him.

The Second Continental Congress was a convention of delegates from the Thirteen Colonies that started meeting in the spring of 1775 in Philadelphia, Pennsylvania.
