Answer:

The rate of change is 7.

Explanation:

Given function,

f(x)=2x^2-x+1-----(1)

Since, the average rate of change of f(x) from x = 1 to 3,

m=(f(3)-f(1))/(3-1)

From equation (1),

m=([2(3)^2-3+1]-[2(1)^2-1+1])/(2)

=((18-2)-(2))/(2)

=(16-2)/(2)

=(14)/(2)

=7
