When one seeks to form a governing body of any form they must be able to please citizens, collect taxes, be able to enforce laws to do the two latter. the sole purpose of a government is to represent the nation as a whole so a strong and stable set of laws ensures that the majority of people are happy within the nation, the laws and stable government are also necessary to collect taxes so that the gov. can improve the nation. the stable gov. however is most important because it allows for a strong enforcement of the laws and in the end helps the people. so in summary the total purpose of strong laws and stable gov. is to keep the majority of people in the nation content.
