We have a drainage of 600 gal in 70 minutes.

We can calculate the average rate of change, in gal/minute, dividing the total volume drained by the time it took:

r=\frac{600\text{ gal}}{70\min}\approx8.57(gal)/(\min )

Answer: the average rate of change is 8.57 gal/min.
