we see we havve an absolute value equation
thevertex would be the lowest point or lowest value
where the absolute value thing eqals zero
x-9=0
add 9
x=9

at x=9 it isminimumm
now input
g(9)=|9-9|+3
g(9)=|0|+3
g(9)=3

(x,y)
(9,3)

the answer is C
