The Constitution provides for proportional representation in the U.S. House of Representatives and the seats in the House are apportioned based on state population.

United States congressional apportionment is the process through which seats are distributed among the fifty states taking into consideration the percentage of increment of the population in each state, every state has to have minimum one seat.

The Constitution provides that the total number of seats in the House shall be distributed among the States on the basis of their respective populations.
