1+5*3 = 18.

18/2 = 9 (or 8.5)

The answer is 8.

If you use the order of operations you will multiply the 5 and the 3 first and get:
(1+15)/(2)
Then you add the numerators to get
(16)/(2) which would equal 8 since you divide the numerator by the denominator
