Let p be the number of pounds of candy Joe will buy, since he will spend at most $72 on candy, and each pound has a cors of $6 we get:

p*6\le72.

Dividing by 6 the above inequality we get:

\begin{gathered} (p*6)/(6)\le(72)/(6), \\ p\le12. \end{gathered}

Answer:

p\le12.
