-2x+3y=9
3y = 2x + 9
y = (2/3)x + 3
slope of the perpendicular line
m = - (3/2)

General equation
y = mx + c
if this passes through (-1,-3)
-3 = -(3/2)*(-1) + c
-3 = 1.5 + c
c = -4.5

so the equation of the perpendicular line
y = -1.5x - 4.5
