Native Americans fought for a country that still denied most of them the right to participate in politics. As a result, Congress granted citizenship to those Native Veterans who were not yet citizens.

The Act was intended to prohibit interference with recruitment and military operations, to prevent insubordination or support to US enemies during the war. German-Americans were not strongly connected to Germany at that time, and they feared being mistreated, so they remained neutral.
