Their government was based on their beliefs and religion. The Pilgrims strongly believed that the Church of England, and the Catholic Church, had strayed beyond Christ's teachings, and established religious rituals, and church hierarchies, that went against the teachings of the Bible. The main issue was that there was no governance in Cape Cod where the pilgrims anchored. The hooligans wanted to do as they pleased. To stop these hooligans, the pilgrims government came about and laws were laid down to be followed by the people living there. I hope the answer has helped you.
