$4(1)/(2)=(4\ast2+1)/(2)=(8+1)/(2)=(9)/(2)$
$2(2)/(3)=(2\ast3+2)/(3)=(6+2)/(3)=(8)/(3)$

Division:

We multiply the numerator by the inverse of the denominator. So

$((9)/(2))/((8)/(3))=(9)/(2)\ast(3)/(8)=(9\ast3)/(2\ast8)=(27)/(16)$
