Some framers were in favor of incorporating the Bill of Rights because then the Bill of Rights would cover both state and federal law. I hope that this is the answer that you were looking for and it has helped you.

I believe the answer is: because then the Bill of Rights would cover both state and federal law.

The bill of rights was the first 10 amendment which created by James Madison. By covering both state and federal law, the bill of rights would be able to product the basic right of united states citizens without providing any chance for the government to overturn them.
