In the dilation of a polygon, the angles are preserved but the size of the sides are not equal.

Also, with dilation, the image and pre-image have the same shape but not the same size, hence they are similar but not congruent.

So, from the options given

Doreen is correct because angle measures don't have to be congruent for figures to be congruent.
