$38.1\cdot10^(-3)=38.1\cdot(1)/(10^3)=38.1(1)/(1000)=38.1\cdot0.001=0.0381$

Used:a^(-n)=(1)/(a^n)

0.0381 would be standard notation. You just move the decimal three places to the right, which makes it negative.
