Parallel lines has equal slopes. Line 4x - 3y = -12 or 3y = 4x + 12 or y = 4/3 x + 4 has a slope of 4/3.
Required equation is y - y1 = 4/3(x - x1)
y - 4 = 4/3(x - (-3))
y - 4 = 4/3(x + 3)
y - 4 = 4/3 x + 4
y = 4/3 x + 4 + 4
y = 4/3 x + 8
