A scale factor is a ratio between corresponding measurements of an object and a representation of that object.

In this case

Circle 1 is the object and circle 2 the representation

Circle 1 has a radius of 3

circle 11 has a radius of 8

The scale factor which is a ratio of circle 11 to circle 1

will be given by


\frac{circle\text{ 11}}{circle\text{ 1}}=(8)/(3)

The coordinate of the dilated object will be


(x,y)\Rightarrow\text{ (}(8)/(3)x,(8)/(3)y\text{)}
