Since Lisa already spent $21 and she will spend less than $38, so we can set up an inequality for c where the value of c needs to be smaller than the difference of 38 and 21.

So we have:


\begin{gathered} c<38-21 \\ c<17 \end{gathered}

Therefore Lisa can spend any value smaller than $17.
