While reading the excerpt with president's speech I've noticed a line ''the war on terror is not over, yet it is not endless'' that helps to recognize the right answer from the option scale represented below the attached text. According to this fact, I am pretty sure that the correct option is the last one : though we don’t yet know when the war will end, it will end, and we will win. Do hope it will help you.
