See the three. What proportion of the first 1000 natural numbers have a 3 somewhere in them? For example, 135, 403, and 339 all contain a 3, whereas 402, 677, and 8 do not.

I think the proportion of the numbers from 1-1000 that contains 3 is 261 out of 1000 number and it includes the numbers in 300 place. I hope you are satisfied with my answer and feel free to ask for more if you have clarifications and further questions.
