To determine the value of c, use the solution (-1, -1). Substitute the abscissa of the point to x and the ordinate to the variable y.
cx - 3y = 2
c(-1) -3(-1) = 2
The value of c in the equation is 1. Thus, the answer is letter "C. 1".
